Ironically, a lame duck session of Congress mitigates some of these. Many were eager to check the arbitrary power of the president. Under normal circumstances, members of Congress face a number of perverse incentives. A primary political task in the wake of democratization 25 years ago was how to reform the dictatorial presidentialism.
